Is the AMD radeon HD 7850 2GB able to run bf3 on high or even ultra settings with good fps? i am upgrading my NVIDIA GT 545 and would like to know how much of an improvement it will be.

High, yes, Ultra 45 -55 won't exactly be stable.
from 1920x1080p to 2560x1440p thanks to 12.11 drivers and AMD Downsampling

I have the MSI radeon 7850 (2gb maybe, can't remember) and after 4 months of playing, the FPS has dropped signifcantly. When I just had gotten my PC my FPS was about 80 with high settings but now it only runs on high with 50-60 FPS. I don't know if it's performance has dropped because I use Fraps pretty much but it just isn't as good as it used to be.

It's a decent card, some of them overclock really well. If you want Ultra though I would buy a 7950 and overclock it.
