I Took this post from a different forum and everyone that replied too it said that it is a way around the bug. The file from the in game store download seems to be possibly missing files. It worked for me and i hope it does for everyone else. See you in game.
If you live in North America and got Premium through the in game store you will have quickly learned that you cannot join any Close Quarters rooms.
Here is a fix.
Activate Premium and download CQ from the in-game store FIRST.
Exit the game and go to the PS Store.
Navigate to Add-Ons and find Battlefield 3.
You should see Close Quarters and it should say FREE beneath it in place of a price.
Download the DLC again and let it install.
You should now be able to play Close Quarters.
The filesize of Close Quarters when downloaded from the in-game store is 18MB less than from the PS Store for whatever reason.
