To make mortars permit-able among all servers, when mortar is deployed and map brought up;
the x and y selection are chosen individually in a mini-game where the shot target scrolls quickly across the axis and the player clicks to stop and select the target.
This would give the mortar a skill based learning curve and make it's effectiveness better appreciated among players who are facing very difficult situations in comparison.
