I know windows 8.1 help with some CPU optimization in the Beta.
Still worth upgrading to Windows 8.1?
Specs:
CPU: AMD Phenom II 1090T 3.2 GHz
GPU: Evga SC GTX 780 3 Gb.
Ram: 12 Gb 1333 Mhz
MB: GA-870A-UD3

No you can unpark your cores in windows 7 so each core is working at 100%. It's not worth upgrading in my opinion.
Im running at 60-90fps all on ultra no AA.

Thanks for all the feedback. Im looking forward for those results!
My Fps is over 60 fps with all settings on Ultra, but when i look in certain direction it drops down to 50-40. Very annoying.
I know my cpu is not the best, can that be the problem?
My cpu only use 60-70 % in game.

Yes, 8.1 runs the game much better for me.
It's still laggy as hell though...
Don't buy the next game...

Does windows 8 run better than Windows 7 even if the cores have been unparked already anyway?

When you unpark the cores it does exactly what windows 8 is doing, there is literally no point in upgrading. I have tried windows 8 my friends have tried windows 8 and there are no differences, it's a bad OS. But it's completely up to you.
What is your fps after unparking your cores?
Also when your frames dips is that on siege of shanghai?

You have not tried Win 8.
Well I have, and it was bad. No noticeable FPS increase, loads of forum posts of people saying there are no differences.

Windows 8 is sluggish. My buddy has it, didn't buy it, didn't crack it, but has the full OS, and some of the Metro apps crashed on the home screen and won't even work. It's really no better then Windows 7 if you unpark your cores.

I appreciate that but isn't it fair to say that if the Win8 Enterprise edition gave better results in BF4, then surely it will yield an even better increase in one of the consumer level versions. It's worth a try IMO and besides, it's easy enough to disable the enterprise features if needs be. I'm sure it will be fine just for testing :)

Win8 does not soley 'unpark your cores', if at all. The reason some people are getting a performance boost from it is from DirectX 11.1, as DICE have said, offers various optimisations for multi-core CPU's and more. Battlefield 4 fully supports for DirectX 11.1 hense why it benefits from these optimisations. Source -
