I was at my wit's end and am honestly shocked how much smoother the game is now, I've been playing on all ultra 1080p (no msaa) and stuff has been smooth, mostly at 60fps with small dips. Now only if all my friends hadn't of stopped playing months ago >_>

Copy and Paste it in your notepad, and save as User.CFG, not user.cfg.txt, save it in BF4 folder. Google it for more info about CFG.

GameTime.MaxVariableFPS 60

PerfOverlay.DrawFPS 1

WorldRender.LightTileCSPathEnable 0

WorldRender.TransparencyShadowmapsEnable 0

WorldRender.MotionBlurEnable 0

WorldRender.MotionBlurQuality 0

WorldRender.MotionBlurMaxSampleCount 0

WorldRender.PlanarReflectionEnable 0

WorldRender.SpotLightShadowmapEnable 0

PostProcess.DynamicAOEnable 0

I used to have HORRIBLE fps drops even with an overclocked and unparked i5 3570k and hd 7950 and 16gb of ram....I went back to stock clocks, actually parked the cpu again, and back to 8gb ram and using this config file on shanghai ALL ultra 1080p with no msaa the lowest it ever dipped was 41, mostly stayed at 60fps or the high 50s, MUCH better than before.

I found it in this topic earlier, http://battlelog.battlefield.com/bf4/forum/threadview/2979150494077005167/ [battlelog.battlefield.com]

and tried it when the guy posted it, and it helped me. It's not perfect but MUCH MUCH better than before. Before, even with an overclocked i5 and 7950 and unparked cpu i was getting dips into the 20s on shaghai, it basically doubled my fps minimums

try add:
RenderDevice.RenderAheadLimit 0 << FPS bost less drops because CPU dont need to generate frames before GPU...

other bost for less powerful rigs(i think so) :

RenderDevice.Dx11Enable 1
RenderDevice.Dx11Dot1Enable 1
RenderDevice.Dx11Dot1RuntimeEnable 1
WorldRender.SpotLightShadowmapEnable 0
WorldRender.SpotLightShadowmapResolution 256
WorldRender.TransparencyShadowmapsEnable 0
WorldRender.LightTileCsPathEnable 0
RenderDevice.ForceRenderAheadLimit 0
PostProcess.DynamicAOEnable 0
WorldRender.DxDeferredCsPathEnable 1
WorldRender.FxaaEnable 0

and users can now configure and control themselves how many CPU cores should be used in the game with the new “Thread.MaxProcessorCount” settings
in User.cfg.

also go to C:/users//documents/bf4/settings open PROFSAVE_profile by wordpad/notepad find and change value in:
GstInput.Deadzone 0.300000

and change to:
GstInput.Deadzone 0.000000 <<< is dicreasing mouse lag if it is any...

also people say to upgrade to win 8.1 but when people tell them they ALREADY have win 8.1 and still low fps/stuttering, everybody shuts up and the topic quietly dies lol. They get speechless.

The config I posted really helped me though

so what your saying is that anyone with a 60hz monitor has no reason to use a gpu that runs the game higher than 60fps?

if so then you couldnt be more wrong.

You've got big problems. I have a 7950 with an fx6300 and get a 71fps average on high preset, @1080, without anything in my user.cfg except PerfOverlay.DrawFPS 1

every other game plays perfectly fine, I was just always curious why this is the only game that gave me problems...I'm not really worried about it anymore, none of my friends even play the game anymore, but yea I'd go on youtube and see lots of vids of fx6300s and even i3s matching or beating my fps in multiplayer. Whatever that config does basically doubled my minimum fps though. If a stock i3 and gtx 660 in 64player paracel storm conquest can match my fps then I'm not going to overclock, I kinda regret even getting an overclocking cpu and motherboard tbh, I don't think it's worth it and mostly epeen. I'm not the only one with fps problems though, there's a huge topic since the July patch which crippled fps for many people. Meh, my friends quit playing after the horrible launch anyway. As long as it's not horrible dips into the 20s and 30s anymore I'm fine. Going into the middle of flood zone rooftops used to cripple my fps but after doing that config it stayed decently smooth.

If Mantle would work without stuttering I'd use that and stay at 60fps constantly. I've done everything on my end I can do besides upgrading to that fail win 8.1, which isn't happening ever. Done way more than anybody should ever have to do to get a game to work right. Overclocked my cpu, gpu, unparked cores, disabled rain effect on battlelog, doubled my ram from 8 to 16gb. I went back to stock clocks, parked the cores again, and went back to 8gb ram and using this config and like I said the minimums which is what was bothering me, have doubled basically. If a stock i3 or fx6300 can do well, an ivy bridge i5 doesn't have to be overclocked. I see some people on here with locked i5s and gtx 660s doing well. I even did the DDU driver sweeper thing and it didn't help.

you can have a 60 hz monitor and get 200 fps

what im saying is anything lower than 90 fps feels laggy, its the game...

FYI If your monitor is a 60Hz model then 60 FPS is all it can use. Anything higher can tax the system.
