Third Echelon is a top-secret sub-branch within the various intelligence branches of the National Security Agency. Its primary goal is to serve as the equivalent of Special Forces in the modern age of information warfare. Its most significant initiative is the "Splinter Cell" program in which lone operatives, called "Splinter Cells", do field work in sensitive areas around the world.
